Dr. Huang has held many important posts both in public and private sectors in Taiwan.
He has been Policy Advisor to the President, the Premier, Minister of Culture and Taipei City Mayor, as well as the Board Director of many famous institutes and associations, such as III (Institute for Information Industry), ITRI (Industrial Technology Research Institute), NARL (National Applied Research Laboratory), TDC (Taiwan Design Center), CISA, Taiwan Law Society and Taiwan Branding Taiwan, as well as EVP (Executive Vice President) and Fellow of III, the Director of DCIPO/MOEA (Digital Content Industry Promotion Office/Ministry of Economic Affairs), ICT Chairman of CACCI (Confederation of Asia-Pacific Chambers of Commerce and Industry) and Industrial Committee Chairman of ISSTA (International Sleep Science and Technology Association), just to name a few.
He is also Consultant and Independent Board Director of many companies.
In addition to his busy official roles, Dr. Huang has also been actively engaged in Academic activities as Chair Professor at NTUA (National Taipei University of Arts), Adjunct Professor and Visiting Scholar at NCCU (National Chengchi University) amongst others.
He was also the Project co-leader and Advisor of many national-level projects, such as Taiwan Biobank, ADOC (APEC Digital Opportunity Centers), TELDAP (Taiwan e-learning and Digital Archiving Program), etc. He has delivered many lectures/speeches in universities and organisations such as UN, APEC and many other research/policy/political institutes and think tanks.
Dr. Huang has spent much time on issues closest to his heart; that is empowering, enabling, enriching and equalizing the underprivileged youngsters by helping Bridging Digital Divide and enforcing Digital Human Rights in the Information Society of Digital Ages in Taiwan in particular, and the world in general. He has also actively involved in R&D/policy-making efforts helping the elderly to achieve a better living and hence well-being, both are to do with realizing his goal as an effective Helper: Strategist, Connector and Coach.
Prof. G. J. Huang first got his B.Sc. at National Cheng-Kung University in Taiwan and then moved to the United Kingdom where he resided for 20 years. In the U.K., he received a MSc. Degree of University of London, DIC of Imperial College London and Ph.D. Degree of University of Wales, UK, taught university courses and built businesses.
